Can't load resource module - Flex plugin in 6.5 webclient

Hi,

After deploying the plugin in 6.5 web client

Changing the locale to Spanish throws error can't load resource module xxx_es.ES.swf

Copied the xxx_en_US.swf xxx_es_ES.swf in the path where resource files gets loaded.

With out restarting if we login issue doesn't occur.

After restart the xxx_es_ES.swf file disappears and the issue still exists.

Can you please let me know how to fix this.
