Custom Action showing up as disabled

Hi,

I am trying to create a custom action on the virtual machine object. I am able to see the action but it is disabled.

i have a corresponding "requesthandler" defined in the "actioncommand.as" file.  I took the reference that was provided in the vmaction samples.

Any pointers as to why it is showing up as disabled.
