Error popup "[RPC Fault faultString="Detected duplicate HTTP-based FlexSessions,...]" during plugin deployment

I'm seeing the below error popup while waiting for the Web Client to complete a login request (and deploy a plugin) following an update to the plugin extension.  The text of the error is:



 [RPC Fault faultString="Detected duplicate HTTP-based FlexSessions, generally due to the remote host disabling session cookies. Session cookies must be enabled to manage the client connection correctly." faultCode="Server.Processing.DuplicateSessionDetected" faultDetail="null"]  



 I'm having trouble determining if this is an issue with my plugin, the plugin install process, or the Web Client server itself.  I've seen the error enough times on different configurations to narrow down some environment information on where it occurs: 



     - Installing the plugin on a clean vCenter and Web Client server have never shown the error, i've only seen it in situations where a previous version of the plugin exists and a new version is deployed over it.  I have tried calling UpdateExtension as well as UnregisterExtension and RegisterExtension (all in the vSphere Management SDK "vim25" ) with idential behavior.



     - I am also only seeing this only on Web Client servers installed on Windows Server, it has never shown on instances running from a vCenter Appliance.  In all cases the environments are running version 5.5U1 of the Web Client Server and either vCenter 5.1 or 5.5U1 both on Windows Server 2008R2 or Windows Server 2012.
