Actions Shows enabled and then after few second accepts their particular enability and disability

Hi,

When we right click on any object lets say VM, we are able to see our custom actions.

Now the problem is when we right click on VM, all the action are visible and are enable too till vmwares circular progress is running.

Once circular progress gets removed, action looks perfectly as we want.

So is there any way to make all actions disabled till VMWares circular progress runs.( Now it is enabled )
